Glasgow (Glasgow Express) 21 May 2026 – plans to regenerate Glasgow’s Chinatown have moved forward with the submission of a £160 million planning application aimed at turning the long-declining site into a mixed-use neighbourhood with homes, shops, leisure space and cultural facilities, according to Project Scotland and Scottish Housing News.

What has been submitted?

As reported by Project Scotland, KELTBRAY Chinatown Developments Ltd has lodged a planning application for a £160 million regeneration of the historic Chinatown site on New City Road.

The application follows a Proposal of Application Notice submitted last November and reflects a wider push to bring the 4.4-acre Cowcaddens site back into active use.

Scottish Housing News said the proposals are intended to reinstate Glasgow’s Chinatown as a thriving neighbourhood and cultural destination.

The site opened in 1992 as a shopping and dining hub, but both outlets noted that the area has declined over the past decade and is now being targeted for revitalisation.

What would the masterplan change?

According to Scottish Housing News, the scheme would comprehensively reimagine the site by introducing new residential apartments and student accommodation alongside retail and leisure space.

Project Scotland also said the plans include public realm improvements and stronger links to surrounding neighbourhoods.

The proposals also set aside space for events, markets and cultural celebrations. Both outlets reported that the development is intended to preserve and celebrate Chinatown’s cultural role while also meeting Glasgow’s need for new homes and better city-centre regeneration.

Why is the site significant?

Scottish Housing News described the Chinatown complex as once iconic and significant to Glasgow’s cultural landscape.

Project Scotland similarly said the site has long been viewed as a cultural landmark, even as its condition and activity levels have weakened in recent years.

The proposed redevelopment is being framed as a way to protect that identity while updating the area for modern use.

Both reports said the project is being developed with input from the current owners and tenants, with the intention of retaining and reintegrating existing businesses where possible.

Who is involved in the project?

Scottish Housing News reported that New City Burnside Ltd is a newly formed joint venture between Keltbray Developments and the current owners of Glasgow Chinatown.

Project Scotland identified the applicant as Keltbray Chinatown Developments Ltd and said the wider project is designed by Hawkins\Brown, with CBRE acting as planning agent.

Scottish Housing News said Keltbray has been working closely with owners, tenants and key stakeholders to ensure the project respects the site’s heritage and reflects local aspirations.

Project Scotland added that the broader team includes SLR Consulting, Woolgar Hunter, Henderson Warnock and Hollis.

What have the developers said?

As reported by Scottish Housing News, Andrew Burnside of Keltbray Developments described the project as a “once-in-a-generation opportunity” to reimagine a site of deep cultural significance in Glasgow.

He said the company wants to honour the heritage of Chinatown while also sharing the vision with the local community.

Project Scotland quoted Burnside as saying the application marks a “major milestone” and a “confident, long-term investment” in the city.

Robin Lim of Glasgow Chinatown told Scottish Housing News that the proposal is about more than development and is intended to secure a vibrant future for Glasgow’s Chinese community.

Project Scotland also quoted Lim as saying Chinatown has long been a “vital cultural landmark” and that the proposals are meant to safeguard its future for generations to come.

Both reports said the feedback gathered during consultation showed strong support for regeneration and a clear wish to retain the area’s cultural heritage.

How has public consultation been handled?

Scottish Housing News said the formal planning process includes two public consultation events. Those sessions were scheduled for Wednesday 10 December at Dundasvale Residents Hall and Monday 2 February at Garnethill Community Hall, both running from 3pm to 7pm.

Project Scotland said the developer has already engaged with local stakeholders and existing tenants before submitting the full application.

That process, according to the report, helped shape a masterplan that is intended to be both ambitious and deliverable.

What happens next in planning?

The application will now move through Glasgow’s planning process, where council officials will review the proposal alongside consultation feedback and planning policy.

The scheme’s alignment with the Cowcaddens District Regeneration Framework may be an important factor in that assessment.

The developer has said the next stage is to keep listening to residents, businesses and stakeholders as the final masterplan develops.

Any approval would move the project closer to delivery, although neither report indicated a final decision has yet been made.

Background of the development

Glasgow Chinatown opened in 1992 as a shopping and dining destination and became a recognised part of the city’s cultural fabric.

Over time, however, the area declined, leaving parts of the site underused and prompting calls for regeneration.

The current proposal is being shaped against that backdrop of decline and wider city-centre renewal. It also sits within Glasgow City Council’s broader ambitions for Cowcaddens, where planners want to encourage investment, better public space and stronger links between neighbourhoods.

What is the prediction for local people?

If the plans progress, residents and businesses in Cowcaddens could see a more active city-centre site with new housing, more footfall and expanded public space. For Glasgow’s Chinese community, the development could help preserve a recognised cultural location while giving it a newer commercial and social role.

The project could also affect nearby businesses by increasing activity in the area and improving connections through the north city centre. At the same time, the eventual impact will depend on planning approval, consultation outcomes and how closely the final scheme reflects the heritage promises set out by the developers.
